According to Bridge Michigan, the Ford-CATL battery plant in Marshall, Michigan, received nearly $1.7 billion in state incentives, including direct grants and tax breaks aimed at attracting the project. The article documents that state officials and analysts have discussed both the potential benefits and financial risks associated with such large-scale, high-technology manufacturing investments. The Free Press notes that scrutiny continues over the economic implications for Michigan taxpayers and the accountability measures associated with the public funding provided.

A 2023 report from the U.S.-China Economic and Security Review Commission states that CATL is a major player in China’s electric vehicle battery supply chain and is described as having close connections to Chinese government authorities, including alignment with national policies. The report documents that CATL’s operations have benefited from government guidance and that company leadership participates in Chinese Communist Party activities, in line with practices among large Chinese industrial firms. These details are presented in the commission’s analysis of China’s global industrial strategies.

The House Select Committee on the CCP noted in a November 2023 statement that Ford’s partnership with CATL was “extremely disappointing” because of links to forced labor and CCP-backed industrial strategies. The Committee asserted that these relationships undermine American industrial and human rights interests. Congressional statements on the issue called for disengagement with CCP-linked firms.

Additionally, he served as Catholic Liaison for the 2016 Trump campaign and resides with his wife and seven children on a small farm in Michigan.
