State commission approves MDOT’s five-year transportation plan with $16B investment

The State Transportation Commission (STC) has approved the final version of the Michigan Department of Transportation's (MDOT) 2026-2030 Five-Year Transportation Program (5YTP). The program will be sent to the Michigan Legislature, state budget director, and House and Senate fiscal agencies by March 1, 2026, as required by state law.

The 5YTP outlines planned projects for MDOT’s Trunkline Highway program, which includes state-maintained roads, bridges, and facilities. It also provides information on public transportation, rail, and aeronautics programs. According to MDOT, the document connects long-term goals for asset management with project planning and performance monitoring. It also sets a foundation for trunkline projects included in the State Transportation Improvement Program.

Public and stakeholder input was collected on the draft document from August 1 to September 1, 2025.

The approved plan anticipates $16.1 billion in investments from both state and federal sources over five years. Of this amount, $10.7 billion is allocated to highway program projects focused on repairing and rebuilding MDOT roads and bridges. Governor Gretchen Whitmer’s Rebuilding Michigan program will contribute more than $31.5 million to that total. The remaining $5.4 billion is set aside for multimodal programs: $4.5 billion for public transportation—including bus, marine, rail, and ports—and $900 million for aeronautics.

A list of construction projects by county planned for state or federal funding over the next five years is included in the program. The document also summarizes results from the public comment period.
